Cape Coral Junior Football Association's Grievance Chain of Command

At Cape Coral Junior Football Association (CCJFA), we’re committed to ensuring that every issue is handled in a fair, respectful, and organized manner. If you have a concern or complaint about any player, parent, coach, official, or board member, we ask that you follow our Chain of Command to address the issue in the proper order.

Here’s how the process works:

Step 1: Start with the Team Parent
If you have a concern, the first person to approach is the Team Parent. They can help direct you to the right person to resolve the issue.

Step 2: Speak with the Team’s Head Coach
If the Team Parent isn’t able to resolve the issue, the next step is to approach the Team’s Head Coach. Coaches are there to ensure the players’ development, and they may be able to offer clarification or a solution.

Step 3: Contact the Athletic Director or Cheer Coordinator
If you still feel the issue hasn’t been addressed, reach out to the CCJFA Athletic Director or Cheer Coordinator. They are available to help resolve any ongoing concerns.

Step 4: Approach the CCJFA Vice President
If neither the Athletic Director nor Cheer Coordinator is available, or if the issue involves them, you can escalate your concern to the CCJFA Vice President. They’ll work to help resolve your grievance.

Step 5: Contact the President of CCJFA
Should the issue still remain unresolved, the next step is to contact the President of CCJFA. The President is the highest level within the association and can assist in addressing more complex concerns.

Step 6: Reach out to Peace River Pop Warner Conference
If you believe the issue still isn’t being properly addressed, you can bring it to the attention of the Peace River Pop Warner Conference.

Step 7: Contact the South East Region Pop Warner Conference
If the concern persists, you can escalate it to the South East Region Pop Warner Conference.

Step 8: The Last Resort: National Pop Warner
Finally, if all previous levels have been exhausted, you may contact National Pop Warner. However, this should only be a last resort after all other avenues have been pursued.

When Should You Contact Conference?

There are only two people from your Association authorized to contact the Conference: the Association President and the Cheer Director. If you believe your issue needs to be escalated to the Pop Warner Conference, please do so through one of these two representatives.

What About Complaints Against the Board of Directors?

If you have a concern specifically about the Association’s Board of Directors, you may submit a formal written complaint to the Peace River Pop Warner Conference. However, please note that this is the only scenario in which a written complaint should be submitted to the Conference.

Remember: NO CALLING CONFERENCE OFFICERS!
Under no circumstances should you call a Conference Officer directly. All issues must follow the Chain of Command to ensure a smooth and effective resolution process.

When Should You Contact National Pop Warner?

Here’s the bottom line: don’t contact National Pop Warner! The National organization doesn’t handle complaints from individuals directly. The decisions made by the Peace River Pop Warner Conference are FINAL. If you bypass the chain and contact National Pop Warner, your complaint will be sent back to the Peace River Pop Warner Conference, and those involved may face suspension for not adhering to the established process.

We always encourage you to try resolving issues within your team before escalating up the Chain of Command. Our Association Officers are here to ensure everything runs according to the rules, but they are not there to dictate how coaches coach.

Complaint Form and Process: Your Guide to Resolving Issues with Cape Coral Junior Football Association

At Cape Coral Junior Football Association (CCJFA), we are committed to creating a positive and smooth-running experience for both players and parents. Our officers and volunteers work tirelessly every season to ensure the success of the football and cheerleading programs, and with hundreds of children and parents involved, we receive numerous inquiries each season. To make sure every concern is addressed properly and efficiently, we have established a clear and structured process for handling complaints.

We ask for your understanding and cooperation in following this procedure, as it helps us keep everything running smoothly for everyone involved. Remember, our officers are volunteers with other commitments, and while your issue is important to us, we all appreciate your patience and respect for the process.

How to File a Complaint: Step-by-Step

1. Start with the Team Mom or Head Coach
If you have any issue, question, or concern, your first step is to approach the Team Mom or Head Coach of your child’s team. Whether it’s a small concern or a larger issue, the first step is always to communicate directly with the coach. If your complaint involves the coach, you must still bring it to their attention first.

2. Escalate If Needed: Put It in Writing
If you're unable to resolve the issue with the Head Coach, the next step is to submit your complaint in writing. Please note that this must be a formal written complaint (emails are not acceptable). Once you have your written complaint, hand it over to the CCJFA Secretary, Tracy Toussaint for the 2018 season, or to the Athletic Director (for football-related issues) or Cheer Coordinator (for cheer-related concerns).

3. When to Contact the Peace River Conference Board Members
Only the Association President or Cheer Coordinator has the authority to contact the Peace River Conference. If you believe your issue needs to be escalated to the Conference, please go through one of these two representatives. If your concern is specifically with the CCJFA Board of Directors, and you’ve followed all prior steps, you may submit a formal grievance in writing to the Peace River Conference representative.

4. The National Pop Warner Rule
It’s important to note that National Pop Warner does not handle local complaints. If you send a complaint to National, it will simply be referred back to the Peace River Pop Warner Conference. Decisions made by the Peace River Conference are FINAL! So, contacting National Pop Warner directly will not move your complaint forward.

5. Always Try to Resolve Issues Early
Whenever possible, please try to resolve the issue at the lowest level in the Chain of Command. Make sure every effort has been made to address the concern before moving up the ladder. Remember, our officers are dedicated to ensuring that all teams run according to the rules, but they are not there to dictate coaching decisions.

Important Note: What Will Not Be Addressed
There are certain types of complaints that we simply cannot address. These include:

  • Playing time (unless official records show less than the minimum required plays)
  • Playing positions or cheerleading squad positions
  • Coaching strategies, schemes, or routines

By following this process, you help us maintain a respectful and organized environment for everyone involved. Failure to follow the Chain of Command will likely result in your complaint being dismissed or ignored at any level.
